Why Establish Operator Certification Program Standards?

    1. Certification programs protect public health and the environment by establishing professional standards for the operation and maintenance of public water systems.
    2. Promote public confidence in the capabilities and competence of water operators.
    3. Although every state administers a certification program to ensure that skilled professionals oversee the treatment and distribution of safe drinking water, the diversity of certification programs creates barriers to the development and mobility of a professional workforce.
    4. Collaboration and resource sharing among operator certification programs promotes program improvement and cost savings.

Recognizing the need to protect the integrity of certification programs and to provide operator certification authorities with a definitive, peer-reviewed resource for program evaluation, ABC has released Model Standards of Operator Certification. Certification authorities can use the industry-developed Model Standards as a review tool to improve the efficacy of programs and the operators they certify. This resource identifies best practices and provides a framework for aligning them to national and international standards.

Model Standards, an industry first, are the result of years of survey and critical analysis of operator certification program policy and practice, and methodologies of other related certified industries. The task force responsible for this document was made up of certification officers, regulators, trainers, water and wastewater operators, and certification historians across North America. They provide a framework for what all programs should strive toward and can also be utilized as benchmarks to evaluate individual programs.
